Yes, but in my opinion, people look for both.
Education, without a doubt, is other's first impression on you. If you have high education, you will be respected, but no education and people will certainly look down on you.
But, good manners is also a must! Generally, everyone hates students that had detentions like meals, and prefer the studious and kind type.
So, to me, it depends on people and how thoughtful and considerate they are. If they are the type that always used others as stepping stone, then they surely look up to education and neglect the 'good manners' part.
